CDM Principal Designer

Our CDM Principal Designer services encompass the full duties of the Principal Designer as defined by the Construction (Design and Management) Regulations 2015. The CDM Principal Designer service includes:

  • Advising the Client of their duties under the CDM Regulations 2015.
  • Planning, managing, and monitoring the design phase of the project.
  • Ensuring co-operation and coordination.
  • Ensuring designers comply with their duties.
  • Hosting Hazard Review Workshops with the design team where necessary to identify, eliminate and control hazards during the design process.
  • Providing design advice on effective strategies to mitigate risk to an acceptable level.
  • Production of a Hazard Elimination and Risk Reduction Register to document the risk reduction process.
  • Production of Pre-Construction Information packs.
  • Submission of Form F10 to the HSE, (if required).
  • Preparation of the Health and Safety File.
  • Visiting the site and liaising with the Principal Contractor throughout construction.

CDM Principal Designer Advisor

Our CDM Principal Designer Advisor service is similar in structure to our full CDM Principal Designer services, but with the focus on assisting the Principal Designer in fulfilling their duties.

CDM Client Advisor

This service is intended to assist Clients in fulfilling their duties under the CDM Regulations and includes:

  • Providing advice on ensuring that suitable arrangements for managing a project are in place, and ensuring those arrangements are maintained and reviewed throughout the project.
  • Preparing a CDM Client Brief.
  • Carrying out competence checks on the Principal Designer, Principal Contractor, designers and contractors appointed by the Client.
  • Preparing a Competence Report to ensure designers and contractors have adequate skills, knowledge, behaviours and organisational capability to carry out their role.
  • Providing Pre-Construction Information (or review of the Pre-Construction Information if prepared by the Principal Designer).
  • Reviewing the Construction Phase Plan prepared by the Principal Contractor.
  • Reviewing the Health and Safety File prepared by the Principal Designer.
  • Ensuring the Principal Designer and Principal Contractor are complying with their duties.
  • Preparing Compliance Reports as necessary.
  • Visiting the construction site regularly to ensure the Principal Contractor is managing the site in a safe manner.
  • Submission of Form F10 to the HSE.

Building Regulations Principal Designer Advisor

Since the Building Safety Act came into effect in 2023, Goddard Consulting has been providing Building Regulations Principal Designer Advisor Services to support the Building Regulations Principal Designer.

Key aspects of the service include:

  • Assigning a qualified Building Inspector Consultant of the relevant Class to the project to provide design-team-side compliance advice as necessary (this is separate to the appointment of the Building Control Authority, which will still be required).
  • Review of the design package by the Building Inspector Consultant to identify potential compliance risks and to identify where further design information is required.
  • Preparation and updating through the project of a Compliance Risk Tracker outlining compliance issues.
  • Hosting meetings to assign responsibility for closing out compliance issues that have been identified.
  • Reviewing Ground Investigation and Environmental Reports as necessary.
  • Reviewing and commenting on specialist suppliers designs as necessary.

This service is typically provided alongside our existing CDM services and is delivered in partnership with Meridian Consult who are a well-established firm of Registered Building Control Approvers.
